Here are some of the reasons why it would be a good idea to buy during coming winter months:

- Distressed properties owners, especially those in pre foreclosure or looking to sell via short sale, are more motivated to sell in order to avoid the added utility costs as well as maintenance expenses incurred during the cold months.

- There would be fewer home buyers on the prowl and it is certainly the perfect time to make low-ball offers.

- Mortgage rates are expected to remain at low levels and, with the cheap home prices, affordability will never be an issue.

- For occupied homes, buyers can check the heating system and how the home holds up in cold weather.

- Moving into a new home during the holidays will certainly make the season more festive.

Of course, there are certain drawbacks which you should be prepared for, such as:

- Hidden problems in the distressed home involving the exterior of the home and the plumbing system might not be noticeable during the cold months. Make sure you hire a professional inspector who is experienced in looking for such problems.

- Moving during the busy holiday can be stressful. You should make sure the move is organized and systematic.

- Delays in paperwork because of the holidays can be frustrating. Keep all lines of communication open with both the seller and your realtor to minimize these delays.

Home Price Stabilization Seen in Most Metro Areas during Fourth Quarter, Sales Up

Home sales rebounded in 49 states during the fourth quarter with 78 markets – just over half of the available metropolitan areas – experiencing price gains from a year ago, while most of the rest saw price weakness, according to the latest survey by the National Association of REALTORS®.

Total state existing-home sales, including single-family and condo, jumped 15.4 percent to a seasonally adjusted annual rate¹ of 4.80 million in the fourth quarter from 4.16 million in the third quarter, but were 19.5 percent below a surge to an unsustainable cyclical peak of 5.97 million in the fourth quarter of 2009, which was driven by the initial deadline for the first-time buyer tax credit.

In the fourth quarter, the median existing single-family home price rose in 78 out of 152 metropolitan statistical areas² (MSAs) from the fourth quarter of 2009, including 10 with double-digit increases; three were unchanged and 71 areas had price declines. In the fourth quarter of 2009 a total of 67 MSAs experienced annual price gains.

The national median existing single-family price was $170,600 in the fourth quarter, up 0.2 percent from $170,300 in the fourth quarter of 2009. The median is where half sold for more and half sold for less. Distressed homes, typically sold at a discount of 10 to 15 percent, accounted for 34 percent of fourth quarter sales, little changed from 32 percent a year earlier.

Lawrence Yun, NAR chief economist, is encouraged by the trend. “Home sales clearly recovered in the latter part of 2010 and are helping to absorb the inventory, including many distressed properties. Even with foreclosures continuing to enter the inventory pipeline, they’ve been selling well and housing supplies have trended down,” he said. “A recovery to normalcy requires steady trimming of the inventories.”
Yun added, “An improving housing market and job growth will go hand in hand. The housing recovery will mean faster job growth.” He projects about 150,000 to 200,000 jobs will be added to the economy this year from an anticipated 300,000 additional home sales in 2011.

Yun further noted, “Better than expected sales and/or strengthening in home values can have an even bigger job impact as consumer spending would naturally rise from a housing wealth recovery affecting a vast number of American families.”
NAR President Ron Phipps, broker-president of Phipps Realty in Warwick, R.I., said a very favorable affordability environment is a huge factor in the recovery. “Although job growth has been relatively modest and credit is tight, you can’t underestimate the impact of historically high housing affordability conditions,” he said.

“Mortgage interest rates recently hit record lows, median family income has edged up and prices in most areas have been stable following the correction from the housing boom. For people with good credit and long term plans, it’s hard to imagine a better opportunity than what we see today,” Phipps said. “Unfortunately the flow of credit is unnecessarily tight and is constraining the pace of the housing and job growth recoveries.”

According to Freddie Mac, the national average commitment rate on a 30-year conventional fixed-rate mortgage was a record low 4.41 percent in the fourth quarter, down from 4.45 percent in the third quarter; it was 4.92 percent in the third quarter of 2009.

“The healthier local housing markets are also experiencing favorable local employment conditions,” Yun said. Job growth is a major factor in price appreciation in metro areas such as the Washington, D.C., region, where the median existing single-family home price of $331,100 in the fourth quarter is 8.1 percent higher than a year ago; the Boston-Cambridge-Quincy area, at $346,300, up 4.2 percent; and Austin-Round Rock, Texas, at $190,300, up 4.1 percent.

Smaller metro areas sometimes see larger swings in price measurement depending on the types of properties that are sold in a given period. In such markets, full year price data can provide additional context.
In the condo sector, metro area condominium and cooperative prices – covering changes in 57 metro areas – showed the national median existing-condo price was $164,200 in the fourth quarter, which is 6.4 percent below the fourth quarter of 2009. Twenty-two metros showed increases in the median condo price from a year ago and 35 areas had declines; only 11 metros saw annual price gains in fourth quarter of 2009.
“Consumers in the hard hit regions of Nevada, Arizona and Florida were able to scoop up condos at absolute bargain basement prices,” Yun said. Median condo/co-op prices in affected metro areas include Las Vegas-Paradise at $60,700, Phoenix-Mesa-Scottsdale with a fourth quarter median of $68,900, and Miami-Fort Lauderdale-Miami Beach at $81,900.

Regionally, the median existing single-family home price in the Northeast increased 2.3 percent to $240,400 in the fourth quarter from a year earlier. Existing-home sales in the Northeast rose 15.0 percent in the fourth quarter to a level of 797,000 but are 22.8 percent below the surge in the fourth quarter of 2009.
In the Midwest, the median existing single-family home price rose 0.5 percent to $139,200 in the fourth quarter from the same period in 2009. Existing-home sales in the Midwest jumped 18.3 percent in the fourth quarter to a pace of 1.02 million but are 25.4 percent below the cyclical peak one year ago.
In the South, the median existing single-family home price edged up 0.3 percent to $152,400 in the fourth quarter from the fourth quarter of 2009. Existing-home sales in the region rose 11.4 percent in the fourth quarter to an annual rate of 1.82 million but remain 17.8 percent below the surge in the fourth quarter of last year.

The median existing single-family home price in the West declined 2.9 percent to $214,400 in the fourth quarter from a year ago. Existing-home sales in the West jumped 19.9 percent in the fourth quarter to a level of 1.17 million but are 14.2 percent below the cyclical peak in the fourth quarter of 2009.
“A good portion of the sales activity in the West has been driven by investors taking advantage of discounted foreclosures, with high levels of all-cash transactions,” Yun explained.

Median home prices for the Atlantic City metropolitan area rose 7 percent in the fourth quarter of 2010 from the year before, the National Association of Realtors reported Thursday.

The typical home in the region, which includes Atlantic, Cape May and Cumberland counties, sold for $238,200 in the fourth quarter, $15,500 more than a year ago.

Home values in the metropolitan area saw their steepest slide in 2008 and 2009 and have been inching their way up from a low of $213,300 in the first quarter of 2010.

Recently, sales have picked up, too, rising 10 percent statewide from the third to fourth quarters last year, the Realtor report said.

Allan “Dutch” Dechert, co-owner of Ferguson Dechert Real Estate Inc. in Avalon and president of the New Jersey Association of Realtors, pointed to signs that the economy is improving.

“We’ve gotten good reports from the overall economy, which translates to better consumer confidence,” he said.
After three years of declining property values, real estate agents welcomed the bottoming out and move upward, or at least a feeling of stabilization.

“The biggest thing I’ve noticed is I feel the prices have stabilized year to year. That’s important when you look back over the previous three years,” said Anthony D’Alicandro, president of the Atlantic City and County Board of Realtors and owner of Coldwell Banker Casa Bella Realtors in Linwood. “This is the first time we’ve seen some stability in the market.”

On their face, New Jersey home sales seem disappointing, dropping 27 percent in the fourth quarter compared with the same period of 2009.

But the 2009 sales were inflated by the federal first-time homebuyer tax credit, which offered an $8,000 government subsidy and bumped up the housing market throughout the state in 2009 and early 2010.

When that credit expired, home sales in New Jersey plummeted midyear.

They rebounded late in 2010 when the number of single-family, apartment and condominium sales rose 10 percent from the third quarter to the fourth quarter of 2010, the NAR survey said.

For all of 2010, the median home price in the region was 2 percent more than in 2009. However, that still left the 2010 price 11 percent less than in 2008.

D’Alicandro said he noticed the increase at the end of the year when more bank-owned properties came onto the market.

“It’s easy to overprice a home in today’s market, but the market is not going to let you underprice it,” he said.

“When something is perceived as good value, people want it — bottom line,” he said. “People are cautious and will continue to be cautious … but if something is perceived as having good value in their eyes, there will be multiple offers.”

D’Alicandro said he expects to see home prices stay steady throughout 2011.

Meanwhile, the average mortgage rate of a 15-year fixed mortgage was 4.29 percent on Thursday, and the average 30-year fixed mortgage reached 5.05 percent, government mortgage buyer Freddie Mac reported.

These rates have crept up from all-time lows in the fall.

Rick Rixey, partner at Rixey Real Estate Agency in Cape May Court House said he has seen numbers stay flat and buyers remain less than abundant, although interest seems to be picking up.

“We’re getting a few more phone calls, more inquiries about our market, but I don’t think our numbers have gone up,” said Rixey, whose office serves the Middle Township area.

“Hopefully (the National Association of Realtor’s numbers) are indicative of what we’re heading towards because the real estate market really does fuel the breakout of the recession,” he said.

Economic News on the Bond Market for February 8, 2010

Tuesday’s bond market has opened down slightly with no relevant economic data to drive trading and stocks showing minor gains. The Dow is currently up 22 points and the Nasdaq has gained 2 points. The bond market is currently down 4/32, which will likely push this morning’s mortgage pricing higher by approximately .125 - .250 of a discount point.

Since there is no relevant economic data or related events scheduled for today, look for the stock markets to be the biggest influence on bond trading and mortgage rates. If the major stock indexes stage a rally, we will probably see bonds suffer and mortgage rates revise higher this afternoon.

Tomorrow also doesn’t have any economic news scheduled, but does have a speaking event for Fed Chairman Bernanke and the first of this week’s two relevant Treasury auctions. But these will be the first important events of the week that could affect the bond market and mortgage rates. Mr. Ber nanke’s congressional testimony before the House Budget Committee will be late morning, while the results of the 10-year Note auction will be posted early afternoon.

10-year Notes will be sold tomorrow and 30-year Bonds on Thursday. The 10-year Note sale is the more important one as it will give us an indication for demand of mortgage-related securities. If the sales are met with a strong demand from investors, we should see the bond market move higher tomorrow afternoon. But a lackluster interest from buyers, particularly international investors, would indicate a waning appetite for longer-term U.S. securities and lead to broader bond selling. The selling in bonds would likely result in upward afternoon revisions to mortgage rates.

If I were considering financing/refinancing a home, I would.... Lock if my closing was taking place within 7 days... Lock if my closing was taking place between 8 and 20 days... Float if my closing was taking place be tween 21 and 60 days... Float if my closing was taking place over 60 days from now... This is only my opinion of what I would do if I were financing a home. It is only an opinion and cannot be guaranteed to be in the best interest of all/any other borrowers.

Smoking ban has been lifted and the casino patrons will be exposed to the nasty smoke on November 16, 2008. This measure was taken because the gaming industry showed the biggest decline in revenue over last month. I think the decline in revenue was caused by the economic down turn in the market and not the smoking band!

North End
Brigantine North end is a beautiful area and offers approximately 14 blocks of easy access to the beach and all the fun you can have on this end of the island. A-Zone
Brigantine A-Zone offers spacious single family homes in a neighborhood with recreation and community opportunities. This neighborhood starts at 15th street and goes up to 31st Street and covers from the bay to the ocean. This neighborhood has an extensive selection of single family homes, including both pre-owned and new construction homes for sale. The heart of the A-Zone neighborhood has access to both the ocean and the bay and offer water front homes and bay front homes for sale. A walk to the beach from the bay is only three to four blocks because the Brigantine Island is very narrow in this area.
